We are Luton Rising – the new trading name for London Luton Airport Limited, the company that owns London Luton Airport. We’re holding a consultation on our plans to expand the airport, and we want to hear your views. This is your chance to have your say on our proposals to increase the capacity of the airport to 32 million passengers per annum, by building a second terminal and making best use of our existing runway.
We previously consulted on our proposals to expand the airport in late 2019, and have carefully considered all of the feedback we received. This feedback, along with other factors such as the impacts of Covid-19 on the aviation industry, led us to review our proposals and make some important changes which we want to share with you.

Why grow?
The airport is a vital component of the local economy, supporting tens of thousands of jobs directly and indirectly. Expansion will create thousands more jobs for local people and an increase of over £1 billion in economic activity in the surrounding areas.
Sustainability is at the core of our values and we believe it is possible to grow an airport sustainably for the environment, society, and economy.
We recognise that this expansion can have impacts too. That is why we are proposing a new Green Controlled Growth framework. This will put limits on key environmental impacts, which will be both legally binding and independently monitored, to control airport growth and its impacts on the environment.
Our long-standing commitment to community support – 20 times more than any other UK airport – will be extended, including greater support for communities around the airport. We’re putting forward a new fund we’re calling Community First. This will provide funds directly to the most deprived areas in the region, and also help to finance local decarbonisation projects.
