TILSWORTH PARISH COUNCIL
BYELAWS IN RESPECT OF STANBRIDGE AND TILSWORTH RECREATION GROUND
Working together with Stanbridge & Tilsworth Community Association (S&TCA) committee, Tilsworth Parish Council has been reviewing the existing byelaw that covers Stanbridge & Tilsworth Recreation Ground. The existing byelaw was written in January 1977 and approved by the Home Office in April 1977. Whilst this byelaw remains current, there have been many changes over the last 45 years and the area now needs greater protection.
The grounds are now owned by Fields in Trust (formerly the National Playing Fields association). Their ownership protects the land. The hall and playing fields are managed on behalf of the villages of Stanbridge and Tilsworth by the committee members of the Stanbridge & Tilsworth Community Association who are a registered charity.
The grounds and hall are self-funding with the main source of revenue arising from the letting of the playing fields and the hall. It is therefore vital that these assets are protected and kept in a safe, clean and useable condition. As well as the assets themselves the proposed new byelaw aims to:
- protect users of the grounds and facilities
- keep the hall and grounds in a safe and useable condition
- minimise the cost of maintaining the grounds and facilities
What are byelaws? Byelaws are local laws made by a local council under an enabling power contained in a public general act or a local act requiring something to be done, or not done in a specified area. They are accompanied by some sanction or penalty for their non observance. If validly made byelaws have the force of the law within the areas to which they apply. (Source HM Government)

Dogs
S&TCA are in agreement that Dogs are allowed in the recreation ground but only if kept on a lead. This policy is underlined and in keeping with Central Beds Council Public Space Protection Order (PSPO) details of which are shown in the attached documents. Dog fouling laws apply and if the pitches become dangerous and unhygienic then the policy will be reviewed.
